Why District 22 Needs a New Voice

County government touches your daily life more directly than state or federal government — roads, zoning, emergency services, public health. District 22 deserves a commissioner who shows up, listens, and is transparent about every vote.

Phil Barnes is running for Sumner County Commissioner to bring that kind of accountability to local government.

Fire and Emergency

While the Fire Departments in incorporated areas are funded through their towns and cities, our rural areas are protected by the 13 Volunteer Fire Departments in our county. They are in desperate need of equipment upgrades.

There is a 10/20 standard for vehicles: 10 years as a primary and 20 years as a backup, a 30-year lifespan. Many of their primary vehicles are nearing or over that 30-year mark. The protective gear they wear -- suits, harnesses, rebreather systems -- also has an expiration date at which time it must be pulled from service. Those, too, are nearing or past due for replacement. To outfit a single firefighter can cost up to $10,000. We need to get them properly funded.

School Budget

Our future is in our children. If we don't properly fund our school systems we can't retain good, talented staff. The right teacher can inspire students to learn; the wrong one can have the opposite effect. Underfunding also leads to larger class sizes which, statistically, is a detriment to student outcomes.

We expect our children to be in a safe environment. That means funding both quality educators and the proper safety measures to protect them.

Election Integrity

Sumner County has very secure, well-run elections. I will work to be sure it stays that way. I will also work to keep voter access free, fair, and secure. It shouldn't be harder to vote than it is to buy a gun.

I will ensure the Election Commission is properly vetting people before sending out voter ID cards so that will be all you need to vote. For what is likely a partisan reason, the current County Commission has refused to fund the Election Commission for the past two years. I will work to get them the funding they require.

Library Board

I am against book banning. I will work to rid the Library Board of religious bias. It is a parent's right to restrict their child from reading books they don't approve of. But it is also another parent's right to let their child read that same book.

I agree with age-appropriate separation of literature by age group. But that does not include removing subject matter written for the appropriate age group simply because it would prompt an uncomfortable conversation for some parents while others would welcome it. The right to choose for your child is every parent's right.

Business Zoning

I want responsible, controlled growth for our county. Every zoning decision should answer three questions: Will it benefit the community? Is there a genuine need? Will it displace long-time residents or adversely affect their property values and quality of life?

I won't give massive tax breaks to corporations to move here just to see them leave once those breaks expire. That isn't how we build long-term employment and tax revenue. I will also resist approving more data centers without an eco-friendly plan in place.

Rights Protection

Everyone deserves the personal freedom to make choices for themselves and their family. But for that to exist, you have to afford others the same personal freedom you want for yourself. If someone's "freedom" relies on suppressing someone else's freedoms, that is power over others -- not freedom.

As long as it causes no harm to others, it shouldn't call for government interference. I will fight for everyone's freedoms -- even those I personally disagree with -- as long as it doesn't adversely affect others.

Growth and Affordability

I want responsible, controlled growth for our county. Whether rezoning is for housing or businesses, the core question remains: will it displace long-time residents or adversely affect their property values and lives?

As the cost of living keeps rising, we need to find other corporate tax revenue streams so we can offer purchasing tax relief for everyday Sumner County residents. We also need to reexamine the recent doubling of property taxes. Taxes should be based on what you purchased your home for -- not what you could sell it for if you're not selling.
